Mass occurrence of bivalve shells in clay

If we find remarkable quantity of fossils in a layer, it usually can be interpreted in two ways: either life  conditions were extraordinarily favourable, facilitating reproduction, or sudden deterioration of life conditions led to mass extinction. Which interpretation may apply to the present case?
